Electricity bill pending of a society which builder was liable to pay

Hi, I am writing on behalf of the owners association of an apartment complex. Bescom has issued us a bill of 5.5 Lakh rupees. They are saying this is pending from 2014. But they gave us this pending amount only last month. Till then it was not included. During 2014, the builder was supposed to pay the bills, not us. Bescom is threating to disconnect our electricity if we don't pay up. What can we do to make sure this is settled between the builder and Bescom and they don't make the residents suffer for Builder's fault.

You should issue the legal notice to said builder and ask to comply as per terms of agreement as agreed by and between the parties and further demand the amount together with interest. later on you can file suit for recovery of amount against him claiming with interest .
