Electricity bill more than the usage what action can i take

Hii mam I am staying with my wife in dashgara village near pusa on rent. Electricity bill for may is Rs. 5130. I installed 1 ac also. I was out of Delhi for approximate 7 days. It was so high that I can't expect. Even on the 1st floor the bill is 2000 for full 34 days as there is also ac ,which is Owenrs of home staying. Meter is also working properly. private electrican checked the meter and wiring system , he is also in doubt but he is not able to speak openly. Now I just want to know that what legal action I can that as I doubt on home owner. Thank you
Please file a complaint against a responsible person who had used your electricity, but it is a very important things to established the cause and liabilities because it's not a easy task there's no documentary evidence available
