Dear....your case is a clear case of unfair trade practice as well as deficiency in service...after getting amount for allotting car parking the builder is laible to allot it..you can file a case before District Consumer Forum where the flat locates or builder carry out their business. As this is a clear case of cheating you can also opt to file a criminal case alleging offence u/s 420 IPC..but in that case it have to be alleged and prove that the builder very inception of the contract had an intention to cheat you and there by they had made financial enrichment...you can file criminal case in the local police station or before the Judicial First Class Magistrate Court having jurisdiction over the area....thank u and assuring my best service always....I remain....
