Denied transfer certificate and conduct certificate by college

I had been denied my transfer certificate and conduct certificate from college bcz a complaint given by me against head of the institution for supporting ragging is still without any movement in red tape.they are of the opinion that they will provide the aforesaid only if the file is closed or I withdraw the complaint. Is there any provision for the authority to withhold my certificates.
It is unlawful to with held the certificate for the reason filing complaint against ragging..you can very well approach the concerned University for getting back the certificates.or you can file a writ petition before the concerned High Court for redressing ur grevience...
