Delay In possession of shop in mall & no penalty paid by builder

Good Day, My name is Capt Gautam Malhotra. I am working in Australia from past 3 years. I have invested 30.6 lakhs in a shop with a builder constructing a Mall in dehardun. Its already been 6 years and the construction has stalled. So far no penalty has been paid and instead they are asking me to cough up more money and threatening me with 18% interest. Please help.me.
Dear sir, please send me copy of agreement , for giving you a good suggestions i require you agreement with the builder . Or you can file a civil suit claiming your investment and the damages or you can file a case in district consumer form.
