Defect in the refrigerator how can file compalint

I am having a refrigerator for 2 years and now I found that its inner body has cracks all over. I told the company about it but they are giving a refund of just 9 thousand instead of the purchase amount of Rs.17 thousand. I want to file a complaint in consumer forum for manufacturing defect they did not give the warranty for the body but still it is total fraud. help me with legal formalities and formats rest I will draft on my own.
