Decision in my favor, should I file a caveat against higher appeal

I have got a judgement against a builder in my favour from state commission. I think he will go to the national commission. Do I need to file a caveat

No, Caveat is not required in it as you would be a party to the Appeal which the builder would be filing before the National Consumer Forum. one the National Consumer Forum admits the case you would be send a notice to put your presence and reply in the appeal as you being the party to the matter.
