Courier company refusing to delivery parcel what action can we take?

My brother had send a parcel frombhubaneswar to mumbaion 12.02.2016, but till now i didnt received the parcel, i had called more than 100 time for professional couriers, they are asking only address and phone numbers i have provided details a lot many times, they are telling we will not deliver u can do whatever u want. Please help how to proceed on this and, how can i go ahead and raise the complaint in consumer court.
I THINK ON NOTICE THEY WILL DELIVER. IF YOU HAVE CALL RECORDING FACILITY, RECORD YOUR CONVERSATIONS AND KEEP ALL THE SMS/COMMUNICATIONS WITH YOU.
