Consultancy took money promised to provide job no results

One consultancy took money to provide job within certain period of time, but they did not pay our money back nor provided us job, they issued me 2 cheque which has been bounced and also they have accepted to return money on their letter head but they are avoiding to pay and harassing us. what action can we take

Dear, your case is strong and you are in safe side, as you were cheated by them but you have two bounced cheques with his letter of refund money. So you can file a suit of 420 as well as 138 NI act against him as soon as possible.

Dear,

You have more legal rights against opposite party as..
(1.) you should be file cheque bounce complaint sec. 138N.I Act. in chif judiciary Magistrate Court against defendant.
(2.) you can file Criminal complaint sec. 420 IPC etc. in the chief judiciary Magistrate Court.
(3.) you should be file a consumer complaints in consumer Court against the opposite party.
You can use many options in a time.

Dear Sir,
This is a clear case of deficiency of service hence you are required to file a consumer complaint and also a Negotiable instrument act for the reason the cheque has bounced.
For the same firstly you are required to send them a legal notice.
