Construction causing noise pollution what action can be taken

Is there any law to restrict construction at night i.e., after 10 pm - 06 am? And do the builders have any legal obligation to minimize the noise pollution happening due to the construction. Also, a lot of dust and dirt is being generated because of the construction. Do they need to put some effort to minimize it ?
It is advised that you file a suit for permanent injunction against your neighbour. Meet a lawyer and prepare your case accordingly. Court will issue directions even to state authorities to take necessary actions to stop nuisance.
