Construction builder not providing all approvals requested how to get

 I have booked a flat in dehradun, already paid XX lakhs till date to builder. Now for further payments I wanted to apply for loan, so I requested him to provide all the approval documents to get my loan approved from XX Home loans. Since builders project is not approved by XX, he refused to provide approval documents and insisting on us that we should take loan from either YY or WW as his project is already approved from these banks, also denied that he will not be able to provide documents required by XX for approval. Also when I requested him to provide a draft copy of sale agreement he again refused saying that the agreement will be shown only at his office at the time of signing. Kindly let me know how to about it from here onwards?
