College having right to lien of Documents in case of discontinuance

 I joined for degree in one of the college in vijayawada. But due my fathers death and due to financial problems on my family i was unable to continue the degree. Due to the aforesaid reasons i asked the principal of my college to give me dicontinuance. But he said that i have to pay the remaining years fee also for which i wont study there. If i didnt pay the fee he saying that he wont give my certificates. Kindly guide whether the college has a right of lien over my certifucates that are submitted at the time of admission.

No. The college has no right of lien on your certificates that are submitted at the time of admission and the college authorities have to return them back to you when you chose to discontinue with the college provided you clear the pending dues for the current year. Recently, I managed to get back the original certificates from one of the colleges in Hyderabad for my client after my client wanted to discontinue with his college. He was in 1st year of his B.Tech. My client did not pay any fees and got back his original certificates. Holding back certificates and demanding money to release them is illegal.
