College forcing to pay 4 years fee and not returning documents

iam a drop out of a private engineering college.due financially and health problems,when i ask managment, they are asking for 4 years fees.is there any way i can reach court and get my certificates legally.colleges have right to with hold my certificates?? as AICTE given statement no to with hold student certificates so please i request you to give a solution for me.solution depends on my life.
It appears that the College is not going to budge from their demand without a court`s order directing them return your documents . You approach a trusted lawyer and file a case against the College....
