College collecting extra charges can we complaint against the college

I am student of BBA in a college in kanpur which is affiliated under Kanpur University. The Teachers Mentally harrass the students. we are not reach 75% in 1st year. next year we promised to come regularly but still tjey don't allow us theybsay you are liers. they don't allow us in the classes also in class tests and in pre-university test and at the time of exam they ask for fine because we are absent in class tests. but they are the one who don't allow us to appear in the test. they ask for heavy fine to issue admit card. next year we go regularly but still they ask for fine. Please help.
