College charging unreasonable amount from students as fine

Supreme court imposed a fine of 5 cr on my college for admitting 150 students in medical batch whereas 100 was permitted. Court stated that " The amount of 5 crore shall not be recovered in any manner from any student or adjusted against the fees or provision of facilities for students of any present or subsequent batches". After one week we got a notice saying the student who are debarred in any subject or having a backlog must pay 20,000 to give exam. What legal action can be taken against this?

You can file a consumer case and or file a Writ Petition in High Court.
You have to collect the papers relating to the procedure that was followed earlier.
