College asking full to quit course and return original mark sheets

i have submitted my marks card to a engineering college. but i left college in 3rd year. now i want my certificates back. but college demanding full fees. am i apply for duplicate marks card from the board? or file a case against college?
Give one representation to your college and get one endorsement by your college, supposed they not returned your documents whats the reason they not giving return back.. after that issue one notice than file write petition before high court and take a direction from court.. automatically return.. may be will return advocaye notice itself
