Clarification on holding charges clause

I have an apartment in Jaipur, which I had purchased in 2007, it was offerred for possession in 2014, with arbitrary charges. I met him and did not receive any response from the CRM team. I escalated the matter and raised it through a written letter, over last 2 years they have not responded to any of my letters, I have written over 10 letters. Now they are asking for holding charges and interest on the outstanding amount but are not willing to offer any clarification on the charges. What is the acceptable legal opinion on Holding charges.As almost all buyers agreements have a holding charges clause.

Holding charges are the charges paid by buyer at the time of possession where the buyer fail to settle the final account within a period described in final call notice or contract. In your case, what are those arbitrary charges is not clear to me? A key factor to resolve this issue which can only be answered in support of the terms of contract.
