Cancellation real estate builder but builder harassing not returning

i have a real estate builder issue. In 2013 first two installments builder asked on time then for next two years they did not inform anything. after visiting many times builder office they promised to refund money in 2015 verbally then they changed flat/tower which i got to know after two years when they sent BBA agreement and asked for payment. when i denied then they saying amount will be forfeit as mentioned in application form. they saying its mentioned in form they can change flat/tower and if you stop payment then we will cancel your booking and will not refund. case is in consumer court once judgement is pass in district consumer forum then can i again make a request in district forum for a revision or i will have to go state commission forum? its also mentioned in form that i will get BBA in 1 month after booking which i got after 2 years. their lawyer said plan is CLP construction link plan so they can ask anytime like after 2 years or so. but they didn show CLP.
