Can the builder force owners to pay maintenance charges

the project started in 2006, had sold some 40 flats in 2011, and thereafter they are not interested in marketingthe project saying there is no scope of sales in this town. we do have several apartment complexes successfully sold out in this city. now the builder wants to dump maintainance on existing owners and vacate the prmises. all owners have been spread out in different flats among 8 blocks. the cost of maintainance of the project is enormous . can the builder force owners to take up maintainace in this stage?
