Can I take TC without paying remaining fees

I took admission in architecture college in 2013, with 1 lakh donation and 65,000rs fees per annum.i had few family problems for wich i could not attend classes for wichi was detained 2 time but i have paid 4 years fees , 1 year fees is remaining. can i take tc now without paying more fees.please suggest what can be done.
You are saying you have paid 4 yrs fee. You are saying 1yr fee is be paid. without completion of course you cannot take TC. It all depends on the terms and conditions that were put at the time of admission. But you have to pay the remaining fee then only you can get your TC.
