Can I get back my admission fee and certificate if I leave the college

I am a 1st year Bsc MLT student studying at Mahatma Gandhi university college of medical education.At present we don't have any facilities. We only have 2 lab instead of 5 and only 2 permanent lectures instead of 10,we have no professors[Associate ,assistant].There is also some problems related to affiliation and equivalency certificate.we have no further admission in 2017. I want to discontinue the course.What I can do to get back my certificate and admission fee[Rs 48500] ?
1.Give a detail notice stating that the college is not providing the facilities and standards as mentioned in the prospectus. You also demand the return of fee amount and certificate in the said notice. Thereafter you can approach consumer forum.

Regarding affiliation you need to check it with university. Need the rules and regulations for your course to know what can b done to get back your certificates.
Move before the high court for appointing teachers if its a government college.
