Can I file case if there is wrong evaluation of marks

I'm studying mbbs in bangalore under rguhs.I gave 2nd yr exam & dint clear in 2 subjects & in that 1 sub by 1 mk.I applied for retotaling &photocopy & I noticed 13 mks difference between 1st and 2nd evaluation & result will b average of both .after evaluating it even my HoD said I had to get more mks than I have got.so I met subregistrar of rguhs & asked for 3rd evaluation as I wanted only 1 mk to clear & I'm sure I'll get more than that.but he said according to university rule 3rd evaluation is possible only if there is difference of 15mks & if we want it for 13 mks I had to file a case .help

Try sending a advocate notice making the university and your college also as one of the party, if your college still does not evalute u r marks then file a writ petition, in the writ petition you will have to explain all the facts and seek for writ of mandamus with a direction to evalute your marks sheet
