Can I file a consumer court case against an Instagram store

It is a very serious matter.. I buyed a shoes from instagram page @7_a_shoes .. I have even paid him 1200 for that.. I have many proofs like his phn number (×2) and Payment proof in PAYTM.. I think these both are enough for filing a case on him.. I know his name and his city.. His both numbers are switched off.. I don't know what should I do.. But I have I have enough proofs to file a case on him.. He told me his name as Rahul.. Can anyone pls suggest me what should I do..??
U may file a complaint in consumer fora according to jurisdiction or pecuinay value of the good. Or better he you won't deal with court to heir a lawyer for your assistance. This is the only solution..

If you have all the proofs regarding the purchase and deficiency you can file a complaint under consumer protection but first tell me whether you have informed about the product or complaint to the seller in any way.

You would have to further clarify what you mean by Instagram 'Store'. It it was not an authorized store offering services of sale, you cannot file a consumer case against said 'Rahul'. However, if it was just another user, then you can pursue a criminal complaint against him under the IPC and the IT Act. Approach your nearest Police Station and ask them to assist you.
