The conduct of the builder amounts to deficiency in service. You are a consumer. Hence you may file a complaint case in the District Consumer Disputes Redressal Forum having territorial jurisdiction and claim damages for the conduct of the builder.

There is a case law which settled the position that parking slot can not be sold and particularly if it is in common area.
Parking is where?
In basement or stilt?
Anyways, please share full and Final documents with a lawyer and get a legal notice issued to the Builder.
If Builder continues to demand then you may file a consumer complaint against the Builder.

In this regard, agreement between you and builder is important. If there any provision for parking space charge, than in that situation you have to pay. So in that situation, it is important to see the agreement first. There after we are in position to provide a proper answer to your query.

Builder cannot charge any amount over and above that stipulated in the agreement. If your registry is done then all thyou more reason you should not pay anything to builder, let the builder raise his claim.

Builder cannot ask for any extra amount from you if the same is not mentioned in the Agreement. If he harasses you with any illegal demand, you can send him a legal notice and file a consumer complaint against him. However, it is advisable complete facts should be discussed with the lawyer first, whosoever you engage.
