Builder promised that construction is complete but it is not

I have bought a flat last year and DHFL has granted 90% loan for the flat which it says is allegedly 70% ready but I think only 50% is ready. The builder has stopped construction due to lack of funds. I have asked the builder to refund my money but there is no response. Meanwhile, DHFL continues to deduct Pre-EMI for 90% disbursed loan and threatens to spoil my CIBIL ratings if I dont pay. I have signed a tripatriate agreement. Can I file a lawsuit against DHFL and the builder?

Dear one, you can surely file a suit against builder and Dhfl in criminal as well as consumer forum, but for this you first meet an advocate with all of your documents so that you are adviced clearly after studying your matter.

Dear,

You are not mention your query clearly. You are not mention that you have send flat cancellation letter or verbally.
You should not be stop bank EMI because Bank can take action against you by Recovery suit, Cibil.
You should be file a consumer complaints in consumer Court against builders for possession with penalty or return money with Interest as you wish.

Dear sir,
you can file a consumer complaint for the deficiency of service from the builder. Kindly provide the Builder buyer agreement to identify the delay in possession and the jurisdiction and tripartite agreement. Kindly provide the value of the default EMI.
