Builder not refunding money on cancellation what can I do

I booked tenement house in 2012 with builder and paid booking amount of 390000 rs at that time. After some time I came to know that builder's project has failed and I requested for refund amount. Builder is denying to pay that amount back and forcing me to get him customer for that same plot if I wish to get my refund back.what can be done in this case?

But first, give a legal notice to your builder by any lawyer's assistance. That will make him serious about refunding your money and may result in compromise without legal actions.
