Builder not giving possession giving different reason what to do

my flat is on longtime pending from builder and flase commitments continuously going on endless. saying delay reasons like water connection, eb connection delay etc. will the yesterdays RERA bill pass do favour for my losses and interest and how can i get justice form builder and get my flat possesion asap.
If the construction of apartments is not completed within the stipulated time as well as within the grace period, and the delay is inordinate, you may claim penalty for the delay in handing over possession of completed flat.
