Builder demanding high amount for NOC bank not giving loan

I want to purchase a flat at CASA RIO GOLD through resale , Yet society not reform , Builder are demanding higher amount to give the NOC , kindly suggest what I do? I will be needed Loan but bank need NOC from Builder or society , it is mandatory or not kindly advise. for loan , If I can not arrange NOC than what can I do for Loan . Kindly Suggest.

Dear client if u have make part payment and make agreement to sale with builder mentioning specific amount of flat then builder's demand is illegal. First send legal notice through lawyer and ask noc from builder. If builder will not coporate them file case against him. For any legal help call me
