Bank refusing to give pass book back. What to do?

Sir, My brother is doing B.Ed from a college & they are not giving back the bank passbook deposited earlier so that we may withdraw the scholarship amount to use for medical treatment of one of my family member. Please help.
To the above queries, please clarify as to how and why the bank passbook has been retained by the college. Secondly, write a formal applications with a copy to the Education Secretary, Govt with the facts under which the passbook was retained by the college with malicious intent and send this through a registered post. If still, they do not respond to your grievance, Pls take assistance of a lawyer and send them a formal legal notice.

The Bank cannot withhold your passbook without assigning any reason for the same. Depending on whether they have given a reason or not, a legal notice would be the first step towards procuring the same after which, a consumer complaint may be filed before the appropriate forum.
