Dear SIr,
I think, you need to file an appliacation for review of the Order before the National Commission on the basis of new facts. National Commission has power to review its own order. For Perjury, you have to file separate Miscellaneous application for initiating criminal action against the Builder under relevant sections of the Indian Penal Code and the Code of Criminal Procedure.
