Which house owners are liable to pay for lift replacement in society

Cooperative Housing Society. 315 Flats + 105 Row Houses = Total 420 Members Row Houses are only Ground+1 Some Building are Ground+6 Floors & some of them Ground+7. We are replacing 12 old lifts with new brand lifts which are not used by Row Houses at all. The total capital cost is around Rs.1.5 crore & the General Body has decided to spend from the existing Funds of the Society (available at the Banks in the form of FDs). The funds have been contributed by Flat Owners as well as Row Houses (equal share per member) My Question : Who will repay the funds ? Only Flats or Row Houses also ?

it depends on the resolution of the society passed by majority. Thus whatever decision taken by majority will have to be abide by everyone. if the Row houses owners are convinced to refund the money as it is to be spent only in respect of Row houses then only Row houses owners have to refund.

Those who uses the lift for entrance in building are bound to pay

If row house owner not using to go on floors in the building and neither their friends and family using the lift for their daily need. Then they don't have to pay and can take objection in the society meeting.
