What supreme court can do in matter of road dispute

I and more than 50 houses are there in a area from 20 years.There is electrical Poles and interlocking road are available but in some part due to dispute road could not be constructed.so please provide me information of Supreme Court rule when people are living there more than 20 years. how it can be resolved ?
you should approach to your the municipal corporation for construction of road, if any disruption in the path is caused by any particular member of society than only one can file an FIR in police, please share complete details to get specific advice on the matter
