What recourse to be taken if civil matter is pending for a long time

I run a brick field for that I made an agreement with own village fellow on Nov 2013 to dig soil 04 feet in three yrs.registered agreement plot 0.3hac.work run smoothly 03 months, season over as brick field is a seasonal business. Next season owner don't allow my labour to work. Villagers tried to Settle.but no result.then I filed Fir in Nov 2013 u/s 406 427.after one month filed civil suit to stop creating hindrance, court Doe's not decide and agreement period on Nov 2016.civil suit still pending. What can be the legal recourse?
For expediting the civil suit, you must approach the high court by way of a petition under Article 227. So, move a petition to expedite the disposal of your civil court in the High Court having competent jurisdiction.
