It can be done with the prior permissions from authorities of the government! It's called Non agriculture land which can be done by the process and the legal documents which are supposed to be file in the appropriate authority to get the permission for doing the same!

There are many laws on forests such as the forest act and no i do not think that the property can be converted or used for any purpose without due permission of authorities. but yes it is possible if the requisite permissions are obtained.
