University not providing documents after completion of course

My Son had completed his 3 yrs course of " Bachelor Of Computer Application " from EIILM University in 2012 . He got all documents But didn't get the certificate . It is required for job in private and government sector as well, Kindly help out in this regard as to how to obtain the certificates

Firstly, clear the reason that why university withhold the documents of your son with their possession. Wheather fee is due or what else?? You may write a letter to university administration for the same.

Dear Sir EIILM University was not entitled to conduct distence course and the university did not follow the UGC norms. Univeraity is facing trial for the same. If student was permanent resident of same area and has completed regular course than something can be done

Hi. In the narrow conspectus of facts shares by you, the only remedy available with you is to initiate appropriate action/proceedings before a competent court of jurisdiction where the university has its office.

In this case you should file a writ against the university under article 226 of constitution of india. However maintainability of such writs were raised in many cases but following the dicta laid down in Andi Mukta Sadguru Shree Muktajee Vandas Swami Suvarna Jayanti Mahotsav Smarak Trust & Ors. vs. V.R. Rudani & Ors., (1989) 2 SCC 691 and Zee Telefilms Ltd. vs. Union of India (2005) 4 SCC 649, the Supreme Court in a judgment favored adopting the complementary test of examining the characteristics of the function being performed in case application of the former test did not yield a satisfactory outcome. Opining that the term “authority” used in Article 226, in the context must receive a liberal meaning unlike the term in Article 12.

You should immediately file a writ of mandamus against the university authorities.

Dear Sir,
Among remedies available under law, you can file a writ petition (civil ) before a hon'ble high court against the university to get relevant documents. Moreover, a detailed opinion can only be issued only after full disclosure of all facts and circumstances of the case.
