Please send them a formal letter with copy to the VC, Principal Secretary- Higher Education, Ministry. Wait for some time (Week or 10 days) and if they don't respond then send them a formal legal notice....Future legal recourse would be required thereafter if they don't respond but not at this stage. Thanks

You can move a fresh representation to the university as well as the state govt. Their after you have to file a writ petition before high Court of your juris for issuing mandamus direction to declare results. You will get positive order expeditiously

It really sound very hard. As your bright future is dowsed down by the University due to not posting/releasing the result as per the stipulated time frame so that you may/shall proceed further.
What i can do my best is to deal the matter for causing unnecessary delay.

the client can give a representation to the vice chancellor for declaring the result and sending the marksheet.if there is no response writ petition can be filed in the high court and directions will be issued for declaring the result and issuance of marksheet.
