Stay order on destruction of old records in collector office

Hi, I applied for copy of some records from year 1999. The clerks are being lazy and indifferent. They are saying - we cannot find it. I have patiently tried for 3 years under RTI -- same answer. Can I get stay order to awaken them ? Thanks.

Dear Sir/Madam,
Obtaining of records and documents from the Revenue department is an ardous task, you will have to catch hold of an local experiecned liasoning agents to obtain the requisite documents. Further you can file appeal under RTI if the documents are not available to you, also you can address letters to the higher revenue authorities bringing to their notice the attitude and callosunes of the lower authorities and office staff. You can file a writ petition seeking order and direction from the Hon'ble High Court that the documents be made available to you, however it may be a costly and an expensive affair.

If u want to get the record by any how then you need to make appeal to the appellant authority after 15 days from the filing the date of RTI. In that appeal you can explain them why it is necessary to serve your purpose.
