If your case is pending in High Court and the District Collector gives an order relating to the dispute than you may get stay order from the High Court. What type of order has been given by the Collector is also relevant.

Your questions is still not clear, 1st clarify few things.
1st is your dispute is still pending before High Court
2nd Does high Court have passed any order to the lower authority to decide matter within certain period of time
if high court have not passed any order for deciding matter pending before collector then if u have mention this collector proceedings in your high court plaint then you can file an application for stay or else you always have a liberty to file a new petition but be sure about the 1st 2 points.
