Seepage from upper flat where should I file complaint

From 1 month there is a seepage from upper flat. I have shown seepage to upper flat owner. Upper flat says will do it. Just trying to escape from situation. I have issued two notice to society. Past one month committee have not given any single reply to my notice. I had personally word with chairman. But still no concrete move happened on this issue. Do not know how to resolve this. Should I file complaint in PMC (Pune Corporation) Please guide me on this
Your society must file your xomlaint in his log book but whether they inform you or not about your notice . it only comes when your apartment comes under society act if yes then it should happen kindly juss file a case under co operative society so you can get a result
