Rented a residential flat and secretary harrasing for petty issue

We live in a rented flat in Hyderabad and facing a severe issue pertaining to civic health.The owner of the flat lives in other city and let it out to us since 8 months, Issue is with the Secretary of the Apartment who is harassing and forcing all the tenants (12) including us to Keep the Footware (shoes & slippers) including the Shoe rack inside the house premises and not allowing to keep it in corridors (common area) or out of the door of flat. As we were forced upon this condition since 8 months we are keeping the footware in side the house. But now because of this my 6 year old son is suffering from severe respiratory & eye infection due to the fungus/bacterial developed inside the house and causing repeated mold, fungus & mildew to grow and develop all over the house including walls, furniture & clothes. We have tried to reason and explain to the Secretary on this but she is adamant and not obliging on our request.And now the secretary is threatening to evict us from the building.
