Refund of fee and return of originals from engineering college

Hi My ward had got admission at one of the eng college here in blore 01/08/2016 through KCET. Now in final round seat allotment (30/09/2016) got MBBS & provisional admission to med college done. The engineering college not returning original certificates. Kindly advise for the suitable action to be followed.
Issue a strong legal notice to the engineering college and approach the university and education department simultaneously on this issue. Probably your certificates are not being returned because you have not paid the fees for the semester.
