Promised free education but now before exams asking for fee

There was an Asian Institute of Technology. They said in the beginning that there is no college fee and hostel fee for SC and ST students. But OBC students were required to pay for the hostel fee. Now as the exams were nearing they said i am required to pay 1 lac 90 thousand. When asked how about the fee, they said my 2 year fee is pending. But now they are saying each student is required to pay 1200 in order to being able to get admit card. What can we do now?
In case you have signed any document with the college which states that no charges will be charged from SC/ST students then you can challenge such demand of college on the documents signed between students and college.
