Dear Sir/Madam,
Yes other side will have to be served with a copy of contempt proceedings.Please prepare the application file it and serve it on the other side, who may remain present and take his stand or defence before the Court.

It depend up on the gravity of case. It is necessary u/s 27 of consumer protection act before filing the contempt of court proceeding on the respondent. If u share fact of case then we may guide you accordingly.
