Previous owner didn't pay 3 year of water bill what action to take?

We bought one house. We are living on top floor and we bought the ground floor. There were certain miscommunication. no dealer was included. After 4-5 months we got a water bill of our ground floor of Rs. 55,000. The people living before us didn't pay bill for 3 years got this information from Delhi jal board. What action can we take?
Bill is raised against the property and you may file a suit for recovery of bill from seller from whom you have purchased the property. Hence you have to file a suit for recovery against the seller for recovery of Rs. 55,000/-.
You must be having the necessary documents to prove the date of ownership and possession of this property. Based upon it, move a representation before the department. If it is decided in your favour or against you, or even if it isnt decided, you can move the High court for relief.
