preliminary decree passed but not yet executed what to do

A prelimnary decree was passed taluk court the appointed lawyer didn't put FDP process even after a year after paying certian amount also i was cheated. so we planned to approached DC office to implement the decree as final since no objection was raised even after a year at any higher court. DC revenue department passed the letter to thashildar and from to revenue inspector(RI) it took 4months. Now the RI contacted lawyer privately and lawyer said to go with FDP. my question is how to handle this situation since D.C. is 1st magistrate of district approaching him for final decree based on prelimnary decree.

Dear Sir/Madam, what type of case you have got the decree kindly clarify it, if partition suit, you have to file Final Decree Proceedings case before the Hon'ble Court which court has passed the said Decree.
