Police not issuing lost certificate or FIR for lost passport

Hi sir recently i lost my passport. I lodged a police complain for a lost passport, along with an affidavit supporting the complain. It has been 1 month but the police is neither issuing a lost certificate nor its giving me an FIR. When ever I go to the police station , the chief police inspector harasses me telling that I have lodged a false complaint, he even uses words like "I will kick you " and talks to me as if I am a criminal. Please tell me what legal way i have in order to get a FIR or a loss certificate ,as I am not able to reissue my passport in the absence of an FIR or loss certificate.My passport was issued in Kolkata and I lost it in Hyderabad.

Hi
if the police fail to issue you an FIR, you can always approach the high court under Section 151 of Cr.P.C and ask the High court to direct the Police to register a FIR.
High court will then direct the Police to register a FIR and also direct the passport officer to issue a duplicate passport subsequent to filing of FIR.
