Person took lump sum amount for providing PhD now not responding

Hi, I have got in contact with some person from Jaipur promising that they will provide PhD certificate from a state university. Have taken a lump some and now said later on that govt has raided due to which it's on hold. They said that they will return the money but not responding now. I have their emails sending various documents along with theirs WhatsApp messages. can anything can be done legally?
PhD Certificate is to be earned and not purchased. It is unlawful to obtain the certificate by merely making payment without writing thesis and getting it on merit following due procedure of a recognised university. When the entire affair is illegal there is nothing legal that can be done to recover money from the culprits.
