No safe parking spot given to us in the society, whom to complaint

hi we live in an apts. and there is round park in the center along with the passage. since there are alot of cars in the apts. the one side of the passage is blocked from more than 15yrs. we have 4 cars and we now park our cars in a row so that its convenient for us and not to disturb others if we take out any of our cars out. now children ride cycles there and have put scratches at the sides.. we are asking thm not do cycling around cars.. they have the other side of the passage. people questioning that that this is the common area and we cnt park like this or ask children to stop cycling.. if we park somewhere else people refused to adjust and make excuses that their car keys are with driver.. or we are not at home.. moreover few people here have fixed parking and have build extra rooms and balcony for themselves.. how to deal with this?
You can complaint to the Housing Co-operative society for the same. You can not complaint in the consumer forum as section 24A of the Consumer protection act The District Forum, the State Commission or the National Commission shall not admit a complaint unless it is filed within two years from the date on which the cause of action has arisen.

The question is whether that appartment is builder made. If yes then you must have got a sale deed/deed of appartment in your favour in which there must be a clause relating to parking. In any event since you have four cars the arrangement has to be seen. You cannot ask children there not to do cycling where you have parked your cars. At best if you have seen someone scratching your car you can complaint abt the same. Moreover this issue of extending balcony and more rooms is a separate issue. We can discuss in detail and can find a way out.
