Neighbors refusing for right to way, how to complaint?

my father in-law have cultivated land ,but no way to the land because ,after the main road some other person have a land now he convert land to a residential plot and also it is distribution of their family people only in the plot they have path ,but they are reuse to use the way to access my land . What can I do get path to access my cultivate land,.
We can file a case under Indian Easements Act, 1882. It is your right to have a way, They cannot get an approval for Residential building there without leaving a path way. You can contact me with all documents to proceed further
