My publisher doesnt inform me of sales or pay royalties what action

I have published two novels with a Delhi based publisher. One published in June 2011. I was paid royalty in 2012 for full year. Another got published in December 2012 and was paid royalty in 2013 for 3 months (but nothing regarding the first book). Since then my publisher has been ignoring me and seldom replies to my mails. Whenever I wrote to him, he asks me to contact him in April. And when I contact him in April, he doesn't reply at first, then, he just says, my book didn't sell. He has been doing this for years now. What can I do in this situation? Can I get my contract cancelled?

The law is the common law breach of contract. You have a written contract for the royalties and as such him not paying would be a breach of that contract. You would need a contract law lawyer who could take them to court to collect on that breach.
